Kenneth R. Hawker, SR/WA
President
Mr. Hawker is a co-founder of AIS and is responsible for management, quality control and oversight of operations. Ken has over 27 years of experience acquiring real property for highway, transit, rail, airport, economic development, utility and energy sector projects. He has extensive experience in all facets of the Right-of-Way Acquisition process and is considered a subject matter expert with vast expertise in facilitating relocation programs and providing testimony and litigation support services for clients after all other options have been exhausted.
Phillip “Andy” Doherty
Chief Appraiser
Mr. Doherty oversees all appraisal services for AIS. With more than 35 years of experience, Andy is a former Chief of Appraisal and Appraisal Review for the Pennsylvania Department of Transportation who has provided valuation and appraisal review services throughout the Mid-Atlantic region for a multitude of infrastructure improvement projects in the transportation and energy sectors. He is widely recognized as an expert in the appraisal field for infrastructure projects and is currently licensed in DE, MD, NJ, PA & VA.
